Turn, as shown in this chart: In quadrant 2: It would seem that you will be turning towards a vessel on your starboard bow. This is no different from turning towards a vessel to go astern of it. The other vessel should turn to starboard also, so it is safe. In all cases consider what the target is allowed to do. But be aware that it may do nothing.
